“The LORD reigns, let the earth rejoice; … Righteousness and justice are the foundation of His throne. Fire goes before Him And burns up His adversaries round about.”

I quote only the following verses.

“11 Thus says the LORD,
“For three transgressions of Edom and for four
I will not revoke its punishment,
Because he pursued his brother with the sword,
While he stifled his compassion;
His anger also tore continually,
And he maintained his fury forever.
12 “So I will send fire upon Teman
And it will consume the citadels of Bozrah.”  Amos 1:11-12.

In Amos chapter 1, Amos prophesied God’s judgment on the nations, one by one, that were neighbors to Israel.  Using similar language as shown above in the quoted verses, Amos prophesied that for three transgressions or four of the nation, God would not revoke the punishment.  The total effect of the chapter is a demonstration of God’s justice and sovereignty.  No nation escapes God’s attention, control, and sovereign judgment.  No nation is only barely guilty.  No nation escapes God’s just punishment.

“You, O LORD God of hosts, the God of Israel,
Awake to punish all the nations;
Do not be gracious to any who are treacherous in iniquity.  Selah.”  Psalm 59:5.

“4 … You have sat on the throne judging righteously.
5 You have rebuked the nations, You have destroyed the wicked;
You have blotted out their name forever and ever.
6 The enemy has come to an end in perpetual ruins,
And You have uprooted the cities;
The very memory of them has perished.

7 But the LORD abides forever;
He has established His throne for judgment,
8 And He will judge the world in righteousness;
He will execute judgment for the peoples with equity.”  Psalm 9:4-8.

“The LORD reigns, let the earth rejoice;
Let the many islands be glad.
2 Clouds and thick darkness surround Him;
Righteousness and justice are the foundation of His throne.
3 Fire goes before Him
And burns up His adversaries round about.”  Psalm 97:1-3.
